This study is a joint effort coordinated by the Social Protection Team of the Human Development Network and the Public Sector Group of the Poverty Reduction and Economic Management Network. The study would not have been possible without the support and assistance of many different people and organizations. The authors would first like to express gratitude to the social fund organizations visited: Parker (Learning Specialist, PRMVP) carried out the field work in Malawi, Zambia and Zimbabwe; Serrano (doctoral candidate, MIT) in Bolivia, Honduras and Peru; and Pagaran (doctoral candidate, MIT) prepared a specially commissioned country study on Cambodia (Pagaran 1999). Financial contributions from the United Nations Capital Development Fund and the Swiss Government facilitated much of the field work. Many thanks also to the staff of United Nations agency missions who also provided valuable time for discussion and field visits. We would also particularly like to thank Bank staff working in country offices who went out of their way to assist us. Of course the biggest vote of thanks goes to those many people in communities who took the time out of their busy days to participate in discussions during the field work for this study...
