While there are excellent country and examples, and specific institutional successes in many countries, on average progress has been slow at best on Governance -- Evidence points to little progress worldwide on key dimensions of governance, -- This contrasts with other developmental variables outside of governance (e.g. quality of infrastructure; quality of math/science education; effective absorption of new technologies, soundness of the banking sector) -- At the same time, substantial variation cross-country, even within a regions.
