1.INTRODUCTION Disease surveillance is one of the most important tools in the prevention and control of comtnunicable diseases. Surveillance reports may be based on clinical diagnosis and epidemiological information, with or without laboratory confirmation. In many situations, especially in health facilities lacking in laboratory support, clinical diagnosis is used as a report of provisional surveillance in order to take early control action. In most cases, diagnosis is made without standard case definitions. Absence of case definition often leads to non-reporting and mismanagement of cases as well as to the application of inappropriate control measures.
