4.1.1 The meeting considered document ICN 21.E REUR which is a summary of the primary background document of the XCN, A Global Assessment and Analysis of Trends and Current Problems in Nutrition. The four sections of the paper were the current conditions and trends occurring globally by region and by representative population groups, the factors affecting nutrition and the consequences of malnutrition on development, an analysis of successes and failures of selected government policies and programmes affecting nutrition, including those factors which have made for effective implementation, and a discussion of institutional. arrangements to address nutrition concerns at national and international levels. b.1.2 It was noted that nutritional status is related to development and that nutritional indicators, (including indicators of nutritional fitatus which reflect either protein-energy malnutrition, micronutrient deficiencies or chronic diet-related diseases related to excessive intakes) may be used also as indicators of national development. It was stressed that good nutrition was central to human development, and that the immediate determinants of nutritional status include adequacy of dietary intake in relation to requirements and the health status of the individual. These, in turn, are based on adequate access to food and health services, a healthy environment and on adequate care and feeding practices.
