The OED review team consulted participants of the annual Global Forum for Health Research meeting, which included developing and developed country participants and health experts. In October 2001 the team consulted senior World Health Organization (WHO) officials in Geneva and specialists at the London School of Hygiene and Tropical Medicine and the Department for International Development (DFID) in London. An OED mission to Geneva in June 2002 consulted the Director General and senior staff of WHO and senior staff of the ILO, ITC, UNAIDS, UNCTAD, UNDP, UNHCR, and WTO. The OED team thanks those who participated in these discussions and in follow-up communications for graciously sharing their ideas. Annex B provides a full list of people consulted. The OED team is grateful for the perspectives and inputs from staff of the WHO, the global programs (GAVI, Global Forum, RBM, the Stop TB partnership, TDR, UNAIDS, and GFATM), and bilateral agencies (DFID, GTZ, and SDC). The team is particularly grateful to Gro Brundtland, J.W.
