As governments, donor agencies and NGOs redefme their poverty reduction policies in Third World cities in the 199Os, they are recognizing the need to simultaneously integrate a number of complex economic, social and environmental concerns - frequently in juxtaposition or competition with each other. Such organizations acknowledge the severe limitations of current paradigms to provide a comprehensive framework for interventions that? include multiple policy objectives. In the search for new, or more appropriate, policy models for environmentally sustainable development, urban social policy can make an important contribution to ensure effective poverty reduction.
