Excerpt: Publicity of a Navy project which includes a huge grid of underground ..varies, possibly covering one third of the state of Wisconsin, caused a promise of review in the Defense Department. Officials said, however, that while “Project Sanguine” was under review, it would continue unchanged for the present time. Deputy Secretary of Defense, David Packard, seemed concerned the budget of the project. Project Sanguine is to be a huge backup nuclear “button” buried in the forest floor in case other communications are knocked out by enemy H-bombs. The button would take the form of a huge grid, covering thousands of square miles, which would produce the longest radio waves ever generated by man, signals intended to reach Polaris submarines hidden in the ocean depths. The Sanguine signal could order tbe subs to fire missiles.
