A Joint FAOIWBO Consultation on Guidelines for Predicting Dietary Intake of Pesticide Residues was held in York, United Kingdom from 2-6 May 1995. The Consultation, was opened by Dr G. Moy, GEMSIFood Coordinator, Food Safety Unit, World Health Organization WHO), on behalf of the Directors-General of the Food and Agriculture Organization of the United Nations (FAO) and of WHO. Dr Moy noted that, with the conclr~siono f the Uruguay Round of Multilateral Trade Negotiations, the importance of these dietary assessments has grown, particularly in the light of the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement) under which contracting parties are required to assure that sanitary and phytosanitary measures established at the national level take into account risk assessment techniques developed by the relevant international organizations and available scientific evidence so that they will not constitute non-tariff barriers. The SPS Agreement specifically mentions the Codex Alimentarius Commission (CAC) as representing the international consensus on the adequacy of requirements to protect human health from foodborne hazards. Therefore, in the future, the World Trade Organization OZJTO) in cases of trade dispute involving food safety issues will consider Codex standards, guidelines and recommendations in its arbitration process. This may include risk assessment methodologies for establishing Codex Maximum Residue Limits (MRLs) for pesticide residues.
