Excerpt: In determining Congressional intent for the obligation and programming of funds for fiscal year 2003, the appropriate departments and agencies funded under this Act shall rely on House Report 107-663, the Senate report as printed in the Congressional Record of January 15,2003, and the statement of the managers. Any ambiguity shall be resolved by consulting with the Committees on Appropriations.
