INTRODUCTION The Reg~onal Committee for Africa, at thc forty-third session declared the next five years a period for preventing and combating epidemics of communicable diseases through improved epidemiological surveillance at the District level. Epidemiological surveillance is an ongoing systematic collection, analysis of data, presentation, interpretation and timely dissemination of health information which permits timely xtion for disease prevention and control. It is a powerful management tool which should be used by countries in the African Region to predict occurrence of epidemics, mobilize resoukes h d b&ng potential '+idemics under control. Technology in the form of improved diagnostic methods, therapeutics, prophylactic agents and vaccines are also available for effective prevention and control of thi many wmmunicable diseases plaguing the region. Unfortunately, not much has been achieved in prevention and control of epidemics of communicable discases since small pox was eradicated from the region about two decades ago. The present situation has come about mainly because epidemiological surveillance, a powerful tool for disease prevention and control is non-existent or weak. Where it exists, it is NOT ACTION ORIENTED, functioning with considerable delay and therefore inefficient especially at the district level. Data collected at the district level is not organized, analyzed and the information used locally for the prevention and control of diseases including epidcmics of communicable diseases. This unacceptable situation has resulted in the frequent occurrence of epidemics of communicable diseases like cholera, yellow fever, cerebrospinal meningitis, plague, malaria and many others which continue to occur annually m the African Region.
