The role played by hospitals throughout the world depends on two principal determinants within countries: (a) the level of economic development and (b) the prevailing political pllilosopw, especially w i t h respect to health services. There are, of course, gradations along both of these dimensions. Economic development sanges from weak and heavily agiculturatl 'to strong and heavily industrial. Political philosophy ranges from private and localized to public and centraliued, Individual coimntries each E a l l on a certain point along both of these scales. kt I think one can say from world-wide scanning that the general direction of almost a l l countries along both of these scales has been shllar: that is, toward. incseasing economic (and industrial) develoment and toward increasing public (and centralized) political controls.
