I.Introduction and background At present, over fifty countries implement some form of travel restrictions related to HIVIAIDS. These restrictions make entry into a country or the right to remain, conditional on HIVIAIDS status. They may require one of the following: a general medical examination, including an HIV test; an HIV test; an HIV-free certificate; a declaration of HIV status. Such restrictions may cover migrant workers, immigrants, refugees and asylum-seekers, students, and long-term tourists. They may be imposed by national governments, by local authorities responsible for issuance of residence permits, or by employers and educationalltraining institutions. While the World Health Organization has promulgated a policy on the nonsponsorship of international AIDS conferences in countries which impose short-term travel restrictions, the issues related to long-term travel and permanent migration are more complex. To address these issues, the World Health Organization's Global Programme on AIDS convened a meeting on 4-6 October 1994 in preparation for a future consultation on long-term travel restrictions and HIVIAIDS. This preparatory meeting brought together a number of experts in the areas of HIVIAIDS, internationallhuman rights law, migration, and public health to consider the relevant issues.
