This Urban Symposium is a welcome opportunity to discuss some of the specific issues raised in the World Development Report 2004. The WDR 2004 focuses on why services---especially in health, education, water and sanitation---do not work well for poor people across a wide range of countries and contexts. Its core message is that improving theses services is more a matter of addressing institutional relationships between key actors than a managerial or technical issue (though these are both very important). Before presenting some of the key elements of the report itself, and reflecting on its implications for municipalities, I would like to set out a few background ideas within which to consider the report?s themes and issues.
