Background: On the morning of April 20,2001, a Peruvian Air Force A-37 fighter engaged in counter-drug operations over northeastern Peru fired on and disabled a suspected drug trafficking aircraft. The single engine float plane actually was owned and operated by the Association of Baptists for World Evangelism and was carrying missionaries returning to their homes in Iquitos, Peru. One of the missionaries, Veronica Bowers, and her infant daughter Charity were killed by the gunfire. A bullet also hit the pilot, Kevin Dondaldson, shattering two bones in his leg. Mrs. Bowers' husband Jim and son Cory survived the attack. The damaged float plane made an emergency landing on the Amazon River about 80 miles from Iquitos, Peru. The missionary's plane had been tracked by a Cessna Citation owned by the U.S. military and operated by the U.S. Central Intelligence Agency (CIA) as part of a bi-national drug interdiction program.
