Introduction The Conference was organized by nurses from the Infectious Diseases unit, Hvidovre Hospital, Denmark (Annex 1). Its purpose was to provide a forum for European nurses with experience in caring for people with HIVIAIDS to address and seek solutions to issues of common relevance. Two hundred and thirty-three nurses (Annex 2 ) from twenty-three countries attended, including WHO-sponsored nurses from central and eastern European countries. One national nursing association, one nongovernmental organization and several governments were represented. In terms of health education the response of health carers could have been better. Media portrayal of the condition in many European countries had led many nurses to believe that they would be unablelunwilling to care for these people. This resulted in nurses being slow to accept the challenge of health education, and in many countries the potential of nurses in this vital area is still not being exploited. For this to be effective nurses must set aside the moral, ideological and political responses of others in addressing the challenge, and demand support and encouragement from those people vested with power. These were identified as professional leaders (top nurses), professional nursing organizations and nursing registration bodies. It was in these groups that responsibility for effective professional leadership rested. Nurses in some countries, it was said, are hampered in their efforts by political responses to HIV. Attempts to legislate against the virus, isolation of infected persons, and draconian immigration laws impede a reasoned response and effective health care strategies. Political leaders need to show understanding, concern and compassion for people infected with HIV.
