EXECUTIVE SUMMARY An Intercountry Meeting on Achieving Evidence-Rased Health Sector Rcforms in Sub-Saharan Africa, organized by the World Health Organization in collaboration with the Swcdish International Development Cooperation Agency (SIDA), the Netherlands Directorate-General for International Cooveration (DGIS) and the Canadian International 1)evelopmcnt Rcsearch Centre (IDRC), i d hosted by th'c Government of Tanzania, took place in Arusha on 20-23 November 1995. The purpose of the Meetlng was to draw lessons from the exchange of country experiences in planning and implementing health sector rcforms with specific emphasis on the role of health systems research in the reform process, and by defining regional and national health reform policy and strategy, thus to contribute to the WHO effort on renewal of Health For All, and to the UN Special initiative for Africa. 'l'he Meeting brought together senior health policy-makers and health systems researchers from 22 African countries and, in addition to WHO, representatives of 11 international organizations, donor agencies and NGOs.
