Excerpt: Structure and Organization: The Arizona Department of Health Services/Behavioral Health Services (DHS/BHS) provides statewide planning, development, oversight, training, and funding support for publicly-funded behavioral health programs. Its scope of responsibilities includes disbursement of state and federal behavioral health funding and provision of contract services to meet the treatment and prevention needs of Arizonans affected by chemical dependency, and other emotional and mental health disorders. Within the agency, the Bureau of Substance Abuse and General Mental Health, the Bureau for Prevention, the Bureau of Children’s Services and the Bureau for Persons with Serious Mentally Illness assist in identifying critical prevention and treatment issues and in designing appropriate programs for Arizona. These programs are funded by and administered through five Regional Behavioral Health Authorities (RBHA’s) that serve the State’s 15 counties. Contracts for ATOD prevention services delivery to four tribal entities also are monitored by BHS. Two prevention specialists monitor and evaluate the six RBHA centers. Each RBHA features a prevention coordinator who meets monthly with staff to plan and resolve common problems within their service areas. Training and technical assistance, information-sharing, and planning for prevention activities are available to the RBHAs through the prevention specialists.
