To strengthen health and welfare systems development in the new millennium, the World Health Organization Centre for Health Development in Kobe, Japan (WHO Kobe Centre) organized the International Meeting on Women and Health, “Better Health and Welfare Systems: Women’s Perspectives” from 5 to 7 April 2000 at the Awaji Yumebutai International Conference Centre, Awaji Island, Japan. This volume of proceedings owes its fine outcome to the above-mentioned meeting which was well attended by almost 100 participants from 15 countries including high-level government officials, health planners, managers, researchers, health and related professionals. More than 90% of the participants were women. While focusing on women’s health issues and the related determinants, the meeting particularly discussed critical challenges of health and welfare systems development for women. Addressing these issues from the perspectives of women was the unique feature of the meeting. The meeting truly served as an international forum to embrace a diverse range of innovative ideas, experience and knowledge for women’s better health in the new era. Major problems affecting women’s health status were discussed, and factors affecting women’s capacity to serve as health promoters for their families and communities were carefully analyzed. In relation to these, the meeting particularly discussed the implications of models of success stories regarding the development of better health and welfare systems for women. Finally, the meeting discussed the importance of partnerships with shared goals at all levels of systems and societies and the orientation of practical strategies for health and welfare systems reform.
