Executive Summary: Because of the profound economic impact of AIDS, the World Bank considers AIDS as a core economic development issue and has made a major commitment to continue and expand lending for AIDS prevention and care. In addition, an internal Task Force is exploring innovative ways that the Bank can stimulate rapid development of an AIDS vaccine that will be effective and affordable in low-income countries. Representatives of the Bank?s AIDS Vaccine Task Force and the New Delhi Office met with Indian policymakers on August 18 to share the findings of the Task Force and to solicit the policymakers? views on how the Bank can accelerate AIDS vaccine development in India and globally. The participants felt that a strategic plan for development of an AIDS vaccine in India should be part of the overall national AIDS control strategy. The World Bank can assist in this program through: future lending for vaccine research and development; IFC financing of improvements and expansion of vaccine production; and technical assistance in the design of studies of Indian industry?s perspectives on AIDS vaccines and of the potential public and private demand. ? Introduction: The World Bank?s AIDS Vaccine Task Force and the New Delhi Office sponsored a consultation on 18 August with key Indian policymakers and researchers on ways that the World Bank could contribute to the global and Indian effort to accelerate the development of an HIV/AIDS vaccine. The participants (see annex 1) included representatives from the National AIDS Control Organization, Health Services, the Indian Council of Medical Research, UNAIDS, the International AIDS Vaccine Initiative, and several laboratories and research facilities. On Thursday, 19 August, briefings were held with NGOs, UN agencies and bilaterals. An issues paper ?Accelerating an AIDS vaccine for developing countries: Issues and options for the World Bank?, served as background for the meeting.
