Foreword When the Twelfth World Health Assembly i n 1959 i n i t i a t e d the WHO Community Water Sl~ppIy Programme it was with the f u l l recognition that developing countries of the world faced a formidable task in bringing safe and ample supplies of water to their people. The scope and magnitude of t h i s task was outlined in a study which WHO published in 1963 e n t i t l e d Urban WaLe,r Supply Conditions and Needs in 75 Developing Countries. A t that time only one third Of the urban population and less than 10 per cent. of the total population of thesc developing countries were supplied with piped water in or near t h e i r homes. Many of t h i s group had intermittent supplies which did not meet even minimum hygienic standards.
