Introduction: More than a decade ago the U.S. Congress passed P.L. 99-570, the Indian Alcohol and Substance Abuse Prevention and Treatment Act (1986), 25 U.S.C. S2411. The Act was based on findings that “alcohol and substance abuse are the most severe health and social problems facing Indian tribes and people today and nothing is more costly to Indian people than the consequences of alcohol and substance abuse measured in physical, mental, social, and economic terms.
