Excerpt: The most challenging aspect of the IRS strategic plan is that we must continue current operations to administer the largest and most complex tax system in the world, while simultaneously reengineering and improving its most fundamental underpinnings. This will require sustained support from the Congress and the public, as the change will take time and will inevitably include some setbacks along the way. It will also require some funds for investments, especially for business systems modernization, and adequate funding for current operations.
