Introduction: In the 105th Congress, both the U.S. House of Representatives and the Senate are considering bills to usher in another Stratton Commission, born again. That part-time advisory body became an icon among ocean aficionados as a symbol of commitment to the health of the nation?s marine interests. As authorized by P.L. 89-454 in 1966, the original commission was charged with identifying what priority--measured by funds and leadership--is this nation and its government to give affairs of the sea. President Johnson appointed Julius A. Stratton, former president of MIT as chairman, thus the appellation.
