Excerpt: MAKING THE CASE FOR AN INTEGRATED OCEAN OBSERVING SYSTEM. About 150 years ago, this nation set out to create a comprehensive weather forecasting and warning network and today most people cannot imagine living without constantly updated weather reports. Virtually every segment of U.S. society depends on the weather observing network. Millions of citizens check reports each day to decide how to dress, whether to plan outdoor activities, and to determine if they need to prepare for severe weather. Commercial interests use daily and seasonal forecasts to plan business activities and to safeguard employees and infrastructure. Government agencies use forecasts to prepare for and respond to severe weather, issue warnings to the general public, and decide whether to activate emergency plans. Recognizing the enormous national benefits that have accrued from the weather observing network, it is time to invest in a similar observational and forecasting capability for the oceans. This system would gather information on physical, geological, chemical, and biological parameters for the oceans and coasts, conditions that affect--and are affected by--humans and their activities. The United States currently has the scientific and technological capacity to develop a sustained, national Integrated Ocean Observing System (IOOS) that will support and enhance the nation?s efforts for...
